311 for Cities: Best Practices in Collecting Bail Judgements
In August 2015, a city leader submitted a question to the National Resource Network's 311 for Cities feature about best practices pertaining to fine, fees and debt collection, with a specific focus on the feasibility of collecting bail judgements. The Network’s experts provided the attached response, highlighting a county and two states that have recently dealt with the issue; several reports with best practices; and suggestions for three options for bail judgement collections. Some of the best practices include taking a proactive approach to collection, making it easier for individuals to pay by adding online payment options or installing ATMs in the courthouse, and using databases to track delinquent individuals and bondsman.
