A Human Connection: How Portland, OR, Made a Huge Dent in Chronic Homelessness

In this Living Cities report, the author argues that policies to reduce homelessness, although well-intentioned, treaded water for decades because the architects of those policies did not consider the perspectives of the homeless themselves. In Portland, they stopped and listened. Based upon what they heard, a dedicated team of officials rethought their policies and, within several years, the city had reduced the number of its chronically homeless by 70 percent.
